Properly-tensioned spokes stretch by about 0.3%, and rims compress slightly -- so, the 250-300mm long spoke in a typical large bicycle wheel needs to be about 1mm shorter than raw calculations would indicate. The answer is quite easy: The add stability to the wheel and are important for the force transfer from the hub to the wheel.

Lay a measuring tape or ruler across the rim between two points directly opposite one another.
